Legal Services Board publishes CILEX/CRL investigation report


The Legal Services Board (LSB) has published the report of its investigation into disputes and disagreements between the Chartered Institute of Legal Executives (CILEX) and CILEx Regulation Limited (CRL).

The investigation, which started in October 2022, looked into three areas: delegation of regulatory functions, a range of financial matters and consultation.

The report sets out the LSB’s determinations, findings, and recommendations in full.

CILEX and CRL have agreed voluntary undertakings to fulfil the recommendations in the report.

At this time, therefore, the LSB does not consider it necessary or proportionate to take formal enforcement action against CILEX or CRL. The LSB will keep this question under review as we monitor progress on the undertakings in fulfilling our recommendations.

About the Legal Services Board

  • The Legal Services Board is the independent body responsible for overseeing the regulation of legal services in England and Wales. We are independent of both government and the profession. We are funded by a levy on the approved regulators.
  • We oversee ten approved regulators, who in turn regulate persons authorised to provide reserved legal activities. Some approved regulators have delegated their regulatory functions to separate regulatory bodies.
  • We operate within a statutory framework set out in the Legal Services Act 2007, which describes our functions and our powers. The Act sets out eight regulatory objectives, which we share with the approved regulators and regulatory bodies.
  • We also oversee the Office for Legal Complaints, which is responsible for administering the Legal Ombudsman scheme, and we have specific functions in relation to the Solicitors Disciplinary Tribunal.
